OSM Annual Report Available

The Office of Surface Mining Reclamation and Enforcement's (OSM), Charleston Field Office (CHFO) has released the 2012 West Virginia Annual Evaluation Report. This report is a summary of OSM's evaluation of the West Virginia Department of Environmental Protection's implementation of its regulatory and abandoned mine land programs for the period July 1, 2011, through June 30, 2012. The report is available in either printed or electronic format. Printed copies of the report will be made available upon request, by calling our office at (304) 347-7158 or mailing your request to: OSM-Charleston Field Office, 1027 Virginia Street, East, Charleston, West Virginia, 25301. The electronic version of the report is available on the CHFO's web page at: http://odocs.osmre.gov/qdocs.aspx. On this site, use the drop down menus and enter the “State” (West Virginia); the “Keyword” (Oversight); the “Evaluation Year” (2012); and the “Category”(Annual Evaluation Reports). Click the submit button and the document information will appear at the bottom of the page where it gives you a view option that you will also need to click for the document to open.

Association Outreach Efforst Continue

As part of the Association’s on-going effort to reach out to groups across the state, WVCA Senior Vice President Chris Hamilton met on Feb.8 with several groups in the Eastern Panhandle Business Association and several radio stations. Hamilton discussed the current opportunities and challenges for the industry in the state and the importance of coal even to areas of the state not known for mining.

WV and Kentucky Chambers Meet with State Coal Associations

The West Virginia and Kentucky Coal Associations met February 5 in Huntington with representatives of the two state’s chambers of commerce to discuss issues of importance to the coal industry and the economy of both states. WV Coal Association President Bill Raney said the meeting was a part of the organization’s continuing effort to raise awareness to the importance of the coal industry.

KVMI Monthly Meeting Moved to March 5

Due to the 40th Annual WV Mining Symposium being held March 6 – 8, 2013, the Kanawha Valley Mining Institute has moved their monthly meeting to Tuesday, March 5. The meeting will begin at 6 P.M. and is sponsored by Steptoe & Johnson, PLLC. Donations of any type or brand of cereal is requested to assist Manna Meal’s in stocking their Cereal Room, which is currently empty.

DEP Sets Public Hearing and Comment Period

The West Virginia Department of Environmental Protection (DEP) Division of Water and Waste Management has scheduled a public hearing and comment period on emergency rule changes to 47CSR2, “Requirements Governing Water Quality Standards.” The DEP proposes an emergency rule to revise the dissolved aluminum criteria and human health Category A beryllium criterion in 47CSR2.

The hearing will be held at DEP’s Charleston headquarters, 601 57th Street S.E., Charleston, WV 25304, in the Coopers Rock Training Room on March 27, 2013 at 6:00 p.m. In addition to oral comments provided at the hearing, the agency will accept written comments at any time up to the conclusion of the public hearing. No comments will be accepted after that time. Written comments may be submitted to the following address:
