A discussion of the origins of the Friends of Coal and the new state-issued license plate were the topics of the latest episode of The Coal Seam filmed this week at the studios of the Library Television Network in Charleston. The show, seen on Suddenlink Channel 17, as well as cable channels and other library network affiliates, featured special guests Bill Raney, president of the West Virginia Coal Association, who discussed the development of the Friends of Coal organization, as well as West Virginia Division of Motor Vehicles Commissioner Joe Miller and Thom Stevens, representative of the 3M Corporation that developed the plate using new technologies.

On May 27 (today), MSHA will publish a notice in the Federal Register extending the comment period on the proposed rule addressing Lowering Miners’ Exposure to Respirable Coal Mine Dust, Including Continuous Personal Dust Monitors. The comment period will be extended from May 31, 2011 until June 20, 2011. the notice was available for viewing on May 25 at the Office of the Federal Register, Public Inspection Desk: http://www.federalregister.

House Transportation and Infrastructure Chairman Mica (R-FL) and Ranking Member Rahall (D-WV) have indicated that they will introduce legislation titled, “The Clean Water Cooperative Federalism Act,” at some point today or prior to the holiday weekend. As drafted, the legislation seeks to address permitting delays, clarify EPA’s authority under the Clean Water Act (CWA), and preserve the authority of states to make determinations relating to their water quality standards. The proposed legislation does the following:

CHAPMANVILLE, W.Va. (AP) - Mingo County businessman James H. "Buck" Harless isn't slowing down with age.
In fact, the 91-year-old Harless drove himself all the way from Gilbert to Chapmanville last week to attend a Boy Scouts fund raiser.
Harless is still very active in business and as a philanthropist. He was honored during the James H. "Buck" Harless Friends of Scouting dinner at the Logan Country Club last week for his 75 years as a Boy Scout.
Harless also sat on the front row of the crowd at Monday's groundbreaking ceremony for the new TransGas coal-to-gas plant that was conducted just down from his business office in Gilbert.
Harless said he intends to keep going strong for as long as he's physically able. And, right now, he's very able, he said.

Arch Coal Inc. says it has started $14.60 a share tender offer for rival International Coal Group. Arch says the offer that started Monday expires June 14.
The St. Louis-based coal industry giant agreed to buy ICG for $3.4 billion May 2. The deal is designed to exploit growing demand for high-priced coal used to manufacture steel. Arch says the combined companies would be the nation's second largest supplier of metallurgical coal.
Met coal commands premium prices often two or three times those charged for coal used to produce electricity. Government figures show exports grew to 55 million tons last year, from 42.5 million in 2008.
