Three coal-related administrative rules were recently filed with the Legislature for consideration during the 2014 Regular Session. WV DEP filed its final Water Quality Standards Rule that includes revisions to the standards for beryllium (from .0077 ug/l to 4 ug/l) and aluminum (conversion to a hardness based standard with no special restrictions for trout streams). The changes to the water quality standards rule are currently operating as an emergency rule that was filed in March 2013.

West Virginia’s political leadership offered their support for the mining industry during the West Virginia Coal Association’s summer meeting last week. Speaking to members of the Association, Congressman Nick Joe Rahall (D-3rd District), Congresswoman Shelley Moore Capito (R-2nd District) and Congressman David McKinley (R-1st District) offered their outlook for working with new EPA Administrator Gina McCarthy and the many other issues enveloping the industry. They pledged to continue their efforts to defend the industry in Washington, DC.

CHARLESTON, W.Va. -- Members of the West Virginia Coal Association re-elected MEPCO’s Jim Laurita as chairman of the board of directors at the Association’s annual meeting in White Sulphur Springs this past week.
MEPCO is headquartered in Morgantown, West Virginia.
In comments to the organization, Laurita said stiff challenges remain ahead for the industry, both in West Virginia and the nation, but he remains confident that coal will continue to play the central role in meeting our nation’s energy needs.
“There is no question, we are faced with some difficult challenges,” Laurita said. “But our coal and the people who mine it are the best in the world. The rest of the world knows the value of coal – and of West Virginia coal specifically – and I firmly believe our future is what we make it.”

West Virginians understand that coal is an affordable and abundant source of energy. We also know that coal isn't just the backbone of our state, but it plays a vital role in our nation's economy.
Yet, despite the obvious benefits of coal, President Obama has waged a renewed war on the industry. He recently announced that he will be pursuing stringent regulations that could devastate our state. And if you aren't convinced that the president is waging a war on coal, look no further than his own climate adviser Daniel Schrag. He told the New York Times that "a war on coal is exactly what's needed."

American coal creates 766,000 jobs, more than $52 billion in wages to support American families, 40 percent of the nation’s electric generation and is a basic requirement for the production of steel, yet President Obama has openly denounced coal, calling its use in the past a "mistake” -- an insult to the generations of coal miners who made America the greatest nation in the world. He has used executive orders to bypass Congress, imposing impossible standards that will raise the price of energy for all Americans.
