Phillips has led the agency as acting director for the past year
CHARLESTON, W.Va -Gov. Earl Ray Tomblin announced today that he appointed C.A. Phillips to the position of director of the Office of Miners Safety Health and Training.
"Because of his extensive experience with the mining industry and his dedication to the health and safety of West Virginia miners, I believe C.A. is the right man for the job," said Gov. Tomblin. "C.A. is well versed in the needs and protection of miners and I am pleased that he has accepted the position permanently."

Since everyone has a suggestion or three about what President Obama can do to get the economy cooking again, here's one of ours: Immediately suspend the Environmental Protection Agency's bid to reorganize the U.S. electricity industry, and impose a moratorium on EPA rules at least until hiring and investment rebound for an extended period.
The EPA is currently pushing an unprecedented rewrite of air-pollution rules in an attempt to shut down a large portion of the coal-fired power fleet. Though these regulations are among the most expensive in the agency's history, none were demanded by the late Pelosi Congress. They're all the result of purely bureaucratic discretion under the Clean Air Act, last revised in 1990.
As it happens, those 1990 amendments contain an overlooked proviso that would let Mr. Obama overrule EPA Administrator Lisa Jackson's agenda. With an executive order, he could exempt all power plants "from compliance with any standard or limitation" for two years, or even longer using rolling two-year periods. All he has to declare is "that the technology to implement such standard is not available and that it is in the national security interests of the United States to do so."

West Virginia University revealed details of a new team walk which will take place before each home football game this season. It will make its debut before the Friends of Coal Bowl Sunday, Sept. 4.
MORGANTOWN -- The inaugural West Virginia football Mountaineer Mantrip, a team walk set to rally WVU fans before each home game this season, will make its debut Sunday, Sept. 4, according to a news release from WVU officials. The Friends of Coal Bowl will pit the Mountaineers against Marshall at 3:30 p.m. at Milan Puskar Stadium.
The walk is a tribute to West Virginia's coal industry. A mantrip is the shuttle that typically transports miners down into an underground mine at the start of their shift.
The Mountaineer Mantrip will begin when the football team is dropped off approximately two hours and 20 minutes before kickoff at the corner of the WVU Medical Center and Don Nehlen Drive.
Fans are encouraged to create a path, which will take the team and coaching staff, led by head coach Dana Holgorsen, through the blue and light blue lots and to the entrance of the Northeast gate at Milan Puskar Stadium.

Courthouse security funds approved
PARKERSBURG - The West Virginia Coal Association will offer an informational session at 11 a.m. Monday before the Wood County Commission.
The meeting is scheduled for the commission office on the second floor of the courthouse. If necessary, the event may be moved to the Fort Boreman public meeting room in the Judge Black Courthouse Annex.
On Aug. 22, the commission sponsored, on request of Commissioner Wayne Dunn, an informational presentation on mountaintop coal removal, with guest speaker Vivian Stockman, outreach coordinator with the Ohio Valley Environmental Coalition, based in Huntington. County officials said they were contacted this week by the coal association with a request for a meeting.

The North American Coalbed Methane Forum will hold its Fall Session November 8-9, 2011 at the Hilton Garden Inn in South Pointe near Canonsburg, PA.
